Northern Palm Beach County
Water Use permitting
Permitting JLA performed a variety of groundwater modeling activities to assist our client located in Northeastern Palm Beach County. JLA was successful in securing SFWMD consumptive use permits for four active Surficial Aquifer System wellfields and one newly constructed Floridan Aquifer System wellfield. The project included multiple groundwater model simulations, solute transport groundwater modeling for known groundwater contamination, and development of a novel wetland-monitoring plan.
Our cost-effective approach utilized existing groundwater models to address water resource issues, without the need to “reinvent the wheel” by building new models; limited model modifications to only key areas of concern; and developed optimal long-term operating plans.
Central Palm Beach County
Master Planning
Water Resource Evaluation JLA provided hydrogeologic services related to our client’s Utility Strategic Master Plan for a 5-year and 10-year horizon. Services included evaluations of water supply, climate change, Biscayne and Floridan Aquifer raw water supplies, and ASR and Reclaim water as it relates to water use permitting.
In addition, JLA performed visual evaluations of each Biscayne Aquifer production well facility to identify failed or deficient components, and where needed, recommend improvements or enhancements that may restore or improve individual well facilities and reliability.
Northern Martin County
PFAS Assistance
Environmental Services City in Martin County detected PFAS levels in the raw water supply exceeding health advisory levels. One source was identified at a fire training complex. JLA performed site assessment activities to determine vertical/horizontal contamination in the groundwater and soils.
In an effort to determine the transport and fate of the contamination plume, JLA performed groundwater modeling efforts. JLA continues to assist the City with assessment and remedial action options to satisfy FDEP requirements.
FAS – Northern Palm Beach County
FAS Design, Bid, Build
Groundwater Production Wells JLA has developed well specifications, construction procedures and testing protocols that have been extremely successful for our client located in Northern Palm Beach County. Beginning in 1994, with the help of Jim Andersen, P.G., a new systematic testing approach was applied to on-site drilling and testing that was instrumental in identifying additional Floridan brackish water supplies at depths previously thought to be too saline and or unproductive.
Since then, our client has developed 8 more UFA wells (for a total of 11 currently in service) that have produced acceptable water for the reverse osmosis water treatment plant.
SAS – Palm Beach County
County-Wide SAS Design, Bid, Build
Permitting JLA provided hydrogeologic consulting services to assist our client in the system-wide rehabilitation and improvements of forty-two wells located across four wellfields and water treatment plants.
The scope of services included overall project management, preliminary investigational work, smart wellfield analyses, well and raw watermain design, bidding, and construction phase services for four separate bid packages. The project, spanning several years, continues to provide significant gains in well performance for each respective wellfield.
Southeast Indian River County
Class I Injection Well
Wastewater & Water Supply Class I injection well systems for disposal of potable water treatment byproduct and treated municipal wastewater involve robust permitting and testing requirements. JLA successfully renewed an operating permit for this client.
JLA also prepared a testing plan and performed testing oversight to successfully demonstrate mechanical integrity of the injection well system. This demonstration is required every 5 years.
Eastern Palm Beach County
Aquifer Storage and Recovery
Wastewater & Water Supply JLA provided this client with assistance in permitting and compliance for their 8 million gallon per day ASR facility. The ASR facility, constructed in 2000, had been plagued with setbacks which threaten to shut down the program all together. JLA assisted in obtaining approval of a Limited Aquifer Exemption, providing a monumental step forward for ASR system in South Florida. JLA continues to provide our expertise in cycle testing and monthly reporting for the facility.
Southern Martin County
Saline Monitoring
Monitoring Since 2003, JLA has provided Surficial Aquifer System wellfield saline water intrusion and wetland monitoring to our client located in Southeastern Martin County.
JLA monitors several wells throughout multiple wellfield systems, evaluates water quality, water level, and well status, and provides detailed monthly reporting depicting trends over time. This project also includes SFWMD compliance reporting quarterly for the saline monitoring and remediation program.
